![]() It wasn't about claims, it was about Seth and Al trying to secure some form of self determination for the camp after the annexation. ![]() What Al eventually wrangles from Jarry is the right for Deadwood to have local elections rather than having their government appointed for them. They don't listen to him, but Cy was right. And Cy sees right through Al and Seth's scheme and tells Jarry and Wolcott to ignore them. Remember, Commissioner Jarry is on Hearst and Tolliver's side. The scheme with Hearst involves Cy buying up claims as they can get their hands on, so it is clear by that point that the claims ARE in fact going to be upheld. Al doesn't want Hearst controlling the camp while Tolliver is fine with it so long as he gets his cut. The difference between Al and Cy is that Cy is simply less sentimental. Cy is a consummate professional and has invested far more capital in to the camp than Al so it is wrong to say he exhibits short term thinking.
